I think there are a few states that are doing things in this space. For example, in Utah we have a service that you text to in order to receive bi-weekly updates on road construction. Our Parents Empowered service (http://www.parentsempowered.org/) helps parents send positive text messages to their kids. Utah Amber Alert service lets users sign up to receive amber alerts on their phone (http://publicsafety.utah.gov/bci/AmberAlertRegistration.html). Arkansas has a service that provides general travel-related messages (see http://www.arkansas.com/support/text-messaging-help.aspx). Maine also has a general government text update services (http://www.maine.gov/portal/subscriptions/email.html).
