Just came across this discussion now – there are a number of models which can be utilized – standards is typically a top-down approach which may face resistance without appropriate sticks and carrots. “Integration” comes with a number of implementation questions – centralized data warehouse or federated model? Or perhaps a hybrid, where agencies with robust services serve the data up directly, and agencies without the infrastructure have data centrally hosted on their behalf. Integrated Cadastral Information Society (ICISociety) in British Columbia is working on a hybrid model for GIS data – additionally, they recognize that they DO NOT have a homogenous data environment across their various stewards and strive to accomodate this, rather than pushing standards.
There are a number of ways to do this, but we do need to look beyond the “cylinders of excellence” – AKA stovepipes, ACROSS agencies, and consider that others may have use cases for our data beyond any which we ourselves might have or be able to anticipate, and STOP building mapping application after mapping application and focus more on the data infrastructure toward publishing data services for direct consumption.
