My thought about their not being able to handle the traffic was that it demonstrated extremely poor planning. You ALWAYS have to plan for traffic, whether it be through the use of CDN or other technology. There are many federal web sites, in house and contracted out, that plan for traffic spikes effectively. This is something I want to see! NASA and NIH make public the data from federally funded research. Not so NSF and some others. This needs to change. You can give scientists a one year embargo so they can do their work and be first to publish, but after that, it needs to be made public.
