So I agree with Gwynne Kostin that it would be difficult to replicate the value of the network at twitter, FB, etc. And I’m not sure you would want to.
But what would be interesting and really fun to work on would be a system of record for all government posts to Twitter, FB, etc. So those posts would be available more persistently than they are on Twitter and then for emergency services use, for example, you could make those feeds available directly to the public.
So not replacing Twitter, but supporting it in parallel. And then you could add other things Twitter is missing besides high availability, like extensible metadata.
