In some of my consulting I got the impression that some gov managers, especially junior ones, felt empowered by having consultants as their staff. So there were psychological factors of status involved. They didn’t have anyone else to direct.
Also since some Gov staff were busy at manager meetings consultants who were around could serve to inform other Gov staff who “dropped by” as part of that management by walking around style.
