The job is with MWCOG that is a non-profit. We’re not part of DC goverment, although DC is one of the 21 local governments that makes up our membership.
The KSA list puts out topics and areas that someone should be familiar with, not necessarily a master. And yes, finding someone in our budget range is very challenging. It seems in a recession talented and qualified people are even harder to find.
And for what it’s worth, I hit all of those KSAs as I was the IT Manager before being promoted up to Director of IT & Facilities. The advantage of a small, progressive organization that relies on technology is that you get to work on a very wide range of projects.
