All of the above! Seriously!
Okay, a bit more about context…literally. I would say that it’s a pretty general consensus that we, adult learners concerned with Federal issues, learn in context. We have problems we face which we need answers to. We seek information/data sources for helping us in our quest, we distill out what is knowledge from garbage, we analyze/synthesize the knowledge, we conclude (i.e., “to the best of my knowledge”). Sooooo, all this to say that the “topics” part of your question typically is framed by an individual’s issue(s) at hand.
The medium(s) they choose to learn through (i.e., their preferences or “how they like to learn”) are all a part of this puzzle in creating a mash-up of APIs which give us what we need, when we need it, in the format we want it. I always love the Matrix scene where Trinity needs to learn how to fly a UH-1 helicopter and “gets the download” – truly a vision for future learning!
