Continuing on in my saga developed in the Analysis Discussion and continued in the Design Discussion, say your Analysis has led you to conclude that your Design should, necessarily, incorporate a SCORM-compliant Sharable Content Object (SCO).
First, many reasons within the Federal Sector may lead you to this conclusion, none the least of which is that all employee training (for Departments, Agencies, and Offices not exempt from Title 5) must be reported to the Office of Personnel Management in accordance with Title 5 CFR 410.701. Given that a robust Learning Management System is probably the only way you will be able to accomplish this task, where do you begin?
First, get very familiar with what OPM requires in the Guide for Collection and Management of Training Information.
Next, get very familiar with the stable SCORM 2004 4th Edition.
In all seriousness, not only SCOs launched and recorded in an LMS are subject to the OPM requirement. ALL manner of activity must be reported.
So the Development question here is: How are you developing processes, events, mechanisms by which training is recorded and reported? (This may bleed into an Implementation Discussion as well.)
