I believe the PMF program is a non-appropriated program, meaning Congress (and therefore taxpayers) don’t technically provide it any funding. All of their funding comes from client agencies that eventually hire PMFs.
If you think about it, an in-person assessment may actually help cut costs if used to weed out really bad candidates that look good on paper. It would probably cost more to on-board, deal with, and then fire them.
