Kim Patrick Kobza replied to the topic What Is Government 2.0? in the forum Forum Discussions 11 years, 3 months ago

I agree with you Ed. The goal of Gov 2.0 is to use technology to enable government to leverage social production to make better decisions and to deliver government services more efficiently. Social production in this sense (as described by Benkler) means using citizen engagement to discover more solution possibilities.

    There are two universal…[Read more]

My thoughts here: Gov 2.0 Call it what you will. Language, labels and the need for a clear vision.https://www.govloop.com/profiles/blogs/gov-20-call-it-what-you-will

Kim Patrick Kobza replied to the topic New OMB Guidance – Will it make a difference? in the forum Acquisition2.0 11 years, 7 months ago

Very helpful to understanding the challenges. To effectuate these levels of transformation, it is going to require a high degree of transformation in process. The administration just can’t wish it to be so. With this level of complexity it is going to be important not to run into the laws of unintended consequences.

Kim Patrick Kobza replied to the topic Bridging the Gap Between Those That Have the Solutions and the Government Contracting Process in the forum Acquisition2.0 11 years, 7 months ago

Clay’s blog post is worth reading. It would be interesting to have an ongoing constructive electronic dialogue designed to enable small companies in decentralized business models to provide input and to have exchanges on acquisition business processes. They would address not just existing programs, but possible future programs.

Kim Patrick Kobza replied to the topic Improving the Requirements Development Process in the forum Acquisition2.0 11 years, 8 months ago

Mary, One of the thoughts that is fascinating about your comment is the likely tension between the centralized, institutional, vendors and the small business long tail vendors. Could the institutional vendors “overwhelm” the process?

The ultimate goal of any Gov2 strategy should in large part be to achieve the best result, and most options for…[Read more]

This is a key point and again, admitting my bias, requirements development (which is basically innovation and design) could be a collaborative and open process. This would provide the government with best of breed and innovative ideas and level the playing field. Also, a key point is that the best solutions are most often the combination of…[Read more]

@fymt5mg0qu0kLisa, I can not do it today, but we have 10 years of experience in this area and can provide excellent insight and advice I am sure. At a top level, it will be important not to build recovery.gov simply as a transactional portal, but with a recognition that it is in large part a communications platform. The design exercise at a…[Read more]

@fymt5mg0qu0kLisa, Agencies should strongly consider adopting business service models that mirror multiple business needs through transparency objectives. This is not a one size fits problem or solution. But there are well defined categories that can be resolved with similarly well defined solutions – solutions that should serve legal as well as…[Read more]
