Mary Groebner replied to the topic GovHelp: How Would You Create a “Culture of Performance” in Government? in the forum Budget / Performance 9 years, 10 months ago
I know what you’re saying. I’ve also had a lot of those types of managers; sometimes it was because they didn’t know the business, sometimes it was because they didn’t feel empowered in their own positions to be real leaders either.
Underlying thread in this entire conversation is that there’s a huge diff between being a manager (day to day…[Read more]

All true. Very true.

Several thoughts.
First, it’s essential that your management recognizes that they have a problem, and that they WANT to go to a performance-based culture. It’s also essential that they have the leadership skills to get you there. This alone could take a long long time.
Next, yes, I think you do have to change incentives/rewards/pay…[Read more]

Speaking as a participant…some ideas I’m throwing out for consideration as we all contemplate…
- I would like to easily see when the next event (meetup or virtual) is to be held, and what the agenda is.
- I would like to easily be able to find all past events held, and the associated presentations or other materials (agendas, recordings of the…

In order to support our virtual usergroup, we need a place to continue discussions, connect people with each other, post presentations and agendas and potentially recordings related to that usergroup.
Can/should the GovLoop group support all that (and if so, how best – thru wiki, events, widgets, some combination)? Are other tools such as…[Read more]

So – what did folks think of the first usergroup ‘meeting’? What could we improve upon? What should the next one be like? Planners tossed around the idea that future sessions could be based on topic, like ‘health data’ or ‘transit data’ or ‘environmental data’ etc. For WA state, do you think more basic tutorials are needed to sort of ‘catch up’…[Read more]

It would also be vastly helpful and bring costs down (government costs at least) if federal granting agencies like the HHS, EPA or CDC took more of a centralized leadership role w/r/t IT systems and data.
Example: Each state has a WIC or Medicaid program. Each state must comply with Fed requirements, so the IT systems have to have certain…[Read more]

What would be useful:
Opening up access to data that shows: hospital error rates, physician error rates, average cost per procedure, overhead/administration costs in an insurance package vs direct care (kind of like load fees on mutual funds), comparisons between generic/non-generic drugs re: outcomes etc. could help consumers make more-informed…[Read more]

@3ou6s8v8diupkHi Pam,
I’m not clued in to what it means to be a GovLoop friend, but I totally agreed with your post on the Gov 2.0 and social media stuff. In my ‘introduce yourself’ I referred to the fact I do volunteer work for local organizations/entities as well as my state employment work. I think we’re meant to be friends – some of my…[Read more] -

@3ck8ieesyqcfgI think you’re the guy who was at the IPMA event yesterday who asked fabulous questions (how do you use ‘flat’ technologies in ‘hierarchical’ orgs, etc.) Thanks for that; it gave me hope.
