There was no difference with the original rendition program. CIA, FBI, etc. are all prohibited – then and now – from sending someone to a place where torture is imminent or probable. Agreements were always in place with renditions that torture was not acceptable.
As to the willingness to use all tools that are ‘legally’ available – Obama has made it very clear he intends to reverse – and has already – many of the policies put in place under Bush. I disagree with this approach, and disagree Bush policies were illegal. You may not like them, but they worked, and prevented future attacks on US soil. As to whether this approach will work – like the Zen master said – “We’ll see.” Thanks for the good points.
