There is a free application for the iPad called OverDrive. You register your local library with the application (not all library systems are set up for this yet) and then you check out books that download to the iPad for the prescribed length of time. We generally manage services in house. We buy off-the-shelf software versus in house development. We have two departmental apps that are hosted offsite with an eye toward more of this in the future as it makes sense.

Our IT shop also includes GIS responsibilities so when asked this question I say we have 4.5 IT personnel and 1.5 GIS personnel. We support approximately 293 employees. I hope this helps for your comparison.
