Depends on what you mean by “frozen”. Most agencies can hire to fill an empty position, but don’t have the funds to hire new additions. So as older FTE’s retire, positions often open up.

Deployment of DNSSEC at the root zone: Dept of Commerce, ICANN and VeriSign worked together to deploy the DNS Security Extensions (DNSSEC) to the global root zone. One of the biggest changes to Internet infrastructure in 20 years:

It isn’t illegal, and since most agencies don’t feel the need for digital brand management they don’t do much about it. The hard part would be justifying the purchase since registrations cost money, even if they aren’t used for anything.

Can’t answer for Sam, but from what I’ve seen, the biometric readers on laptops weren’t that great. Plus the push for HSPD-12 replaced biometrics. Soon we could just insert our PIV/CAC card instead of swiping our finger. -
