Correct me if I’m wrong, but I believe that federal employees are prohibited from working during a shut-down. So there may be a problem with using GovLoop to continue “working”.
It would be a good idea for you to find out (and then let us know) what the official (OPM?) line is, before telling the feds that it’s OK to use GovLoop during a shut-down.
Having said that, I would not think that federal employees could be prohibited from using their personal computer equipment (at their own home, on their own time) to communicate with other citizens who are also not working on government time. If so, then there would seem to be a freedom of speech issue there.
So, as long as someone was speaking for him/herself – personally – and not as a federal employee, then that might provide the loophole for legitimately using an online service like GovLoop. But, again, there needs to be reference to the official line on this.
