Hi! It is great to have all these references to internal requirements at the federal level below. My experience comes from a state agency perspective. I implemented paperless systems for a housing agency so my compliance issues primarily came from HUD, but I also had to meet state records management requirements, so be sure that those requirements are a part of your process. I loved the potential of “paperless” so much that I left my agency to work for the software company that made my solution. There are many customer ideas there and I post my blogs here on GovLoop and they talk about the paperless idea in a number of government settings as food for thought. My feeling is that paper processes will be impossible to sustain as we downsize government, but I was also concerned that government service had just become pushing paper and that it was sucking the life out of our staff. I wanted them to use their expertise to improve the constituent experience and to make a bigger impact on our communities. However you decide to proceed, I believe that we have to do it to save our staff and to take government to a different level in terms of service and the quality of life for folks that choose public service.
