What you describe in Brazil is pretty much the same elsewhere. Governments that are open to criticism, citizens’ feedback and so on are exceptional anywhere in the world, be it at the national or sub-national level. Having worked with civil servants / politicians from other countries I would not say that Brazilians are more or less susceptible than those of developed countries when it comes to criticism.
