IMHO, one of the best ways to foster collaboration is to give employees in a variety of agencies access to the same structured data, which can help them all see information on issues affecting them in real-time.
Vivek Kundra, the DC CTO, and I are writing, a book on the subject: Democratizing Data, (i.e. “Democratizing data makes it automatically available to those who need it when and where they need it based on their roles and responsibilities, in forms they can use, and with the freedom to use it as they choose — while simultaneously protecting security and privacy”).
I’m looking for examples of how using a combination of XML, KML, etc. tags to structure data and automatically syndicating it through RSS can get government workers the data they need on a real-time basis to make better decisions.
