This poses some interesting questions, both heartening and scary. Locals may possess more expertise on some very specific aspects of security where DHS has not been impressive. Partnerships of various types might be more effective when they are tailored to specific ports, railyards, infrastructure, etc. On the other hand, I’m not eager to see self-annointed border militias deputized. But the broader issue of government organized militias or “home guards” may deserve more attention in light of the depleted and over-taxed National Guard situation after a decade of foreign deployments. Some states have additional militia structure in their statutes (usually dormant), but capacity for some emergency response and security needs might be met with local “auxillaries”. I’m thinking of things like additional emergency medical capacity, heavily equipment operation, electrical grid restoration, etc, not home grown commandos.
