I see the bias you mention in hiring as well. My agency has people classified as “Bookbinders” and “Print Production Workers’ doing what in industry would be “Assembler” – a holdover from historical skill classifications. Similar things happen in management – the most senior people come from publishing organizations (newspapers, book publishers/distribution) and oversee the architectural infrastructure of Smart Card-based identity management systems (spanning enrolment, adjudication, personalization, fulfillment, activation/deactivation divided between agencies (externally) and departments (internally)). In that sense, I suppose they are not underutilzed – they are working exceeding hard to come up the learning curve in a completely different environment!!!
