Jim’s article is awesome. The problem with Homeland Security funding is throwing good money after bad (decisions). The bad decisions come from abandoning programs that prove too costly, have not had a major reason to support them in 3-5 years, or just plain changing our minds every 30 seconds how we want to defend against terror, natural disasters, or just plain carelessness.
If we are not going to support plans and programs (i.e. those that work) for at least 20-25 years, then we deserve what happened/is happening in the Gulf. If we approve deepwater drilling/operations, then we better have some accountability and continuous oversight (based on risk and potential outcomes similar to the one in the Gulf).
Continued exploration/production of oil and/or alternative energy means are no less necessary than exploration of outer space. One needs to look back on the efforts of Alan Shepherd after his NASA days, to bring attention to the worlds oceans.
