By both, I assume you meant that it is an environmental disaster and that it was preventable? I just think the focus on the environmental end should be on an Remediation and Recovery Plan (which I believe has been done already) and mitigation against future tragedies in the Gulf, like this one.
Kvetching about who did (is doing) what wrong and stopping drilling in the Gulf is not going to prevent future incidents, nor will it aid in the response and recovery efforts for this incident. The drilling rigs have already been built and have already left an indelible mark on the Gulf.
