I’ve got a few corridors in mind but let’s just say they have the following characteristics:
-Freeway with: HOV lanes, dense ITS coverage that includes text DMS, cameras, and speed sensors, heavy deployment of full-service freeway service patrols, monitored and controlled by 4 urban TMCs in the large metro areas
1. What other potential contributors to traffic issues exist?
The main problem probably isn’t the lack of parking or people knowing where the open spots are– it’s the lack of commuters taking transit downtown. The absence of quality park-and-rides and timely, affordable transit service might be the cause.

Some great ideas here! Pretty much concur with most of the recommendations… here are some comments I have in addition:
