make rural communities involve in to developing project

i work at general work division. and our work is manage construction project or build some infrastructures like roads, irrigations, bridges, etc. actually, the project will be do by a construction company (contractor). but lately, we make our community get involve in to that project. so, the project is called rural infrastructure sector program. there are many benefits to make community involve in to the project but there are many lacks too. the community will be involve from planning stage, organizing stage, actuating stage, and controling stage. so, they will be have a sense of having and they will be care bout the infrastructure.
