Different APIs for different purposes:
– catalog API for catalog entry CRUD (probably restricted to agencies)
– search API exposed for developers to search the catalog
– data access API to programmatically retrieve the data from a location given the catalog entry.
This all still needs to be fleshed out but I see those as the basics,

I think you are dead on … in fact, in the data.gov CONOPS we specified that the next architectural step is in releasing the developer APIs. You can download the CONOPS from : http://www.datagov.ideascale.com/
