A decade ago, processing two million travelers daily at TSA was considered a major operational threshold. Today, travel peaks of three million passengers a day move through essentially the same airport infrastructure, checkpoints and workforce footprint.
That additional volume has been absorbed primarily through technology-driven gains, with the most significant improvements coming from automation and smarter screening. This includes CT-based systems that improve detection and assessment accuracy while reducing manual searches, automated identity verification tools that eliminate manual ID checks and advanced imaging body scanners that increase detection and adapt to evolving threats.

However, this increased capacity wasn’t solely due to new technology. Technology is now tied to a clear operational outcome: moving more people safely and efficiently while applying risk-based operations. Vetting systems like TSA PreCheck segmented lower-risk travelers into expedited flows, which increased capacity without adding lanes. The focus is on policy coupled with technology, improving mission performance under increasing demand while sustaining effectiveness. That distinction matters for the Department of Homeland Security (DHS).
DHS operates one of the most complex mission portfolios in government, including border security, trade and travel facilitation, immigration vetting and enforcement, counterterrorism, transportation security, cyber defense, disaster response, protection of critical infrastructure, stewardship of our nation’s waterways and many others. While these missions differ operationally, they share a common requirement. Technology must improve operational outcomes while reducing risk and posturing for a dynamic future. The question is less about a specific innovation or tool, and more about whether its use improves outcomes.
When technology is aligned with mission outcomes, agencies can improve decision-making, enhance performance, strengthen security and build long-term resilience.
To realize the full potential of DHS technology investments, leaders must evaluate investments through four outcomes: mission impact, workforce productivity, risk reduction and futureproofing.
Mission Impact: First, Define the Outcome
Technology creates value when it improves mission execution. In DHS environments, that means better interdiction at the border, faster investigative results, safer and more efficient travel and trade, among others.
Technology investments cannot start merely with a desire to acquire some new tool or enhanced capability. A better question is whether the investment can improve mission outcomes.
DHS’s approach to AI offers a useful model for technology investment. Rather than organizing around specific tools or platforms, the department focused on identifying mission-driven use cases across six primary areas:
- Securing the border
- Streamlining customs and international travel
- Investigating transnational crime
- Detecting and preventing cybersecurity incidents
- Enhancing the passenger experience and security
- Ensuring integrity and efficiency in the immigration system
The objective is not to deploy AI for its own sake, but to solve operational challenges, improve decision-making, increase productivity and strengthen mission outcomes. This use-case-driven approach is a shift from technology-centric to mission-centric thinking. Success is measured by the operational value it delivers, not the technology’s sophistication.
The AI strategy is a mission strategy that determines where AI creates measurable operational advantage. Applied more broadly, a technology investment must be measurable and effective in operational terms.
Mission impact is a first and non-negotiable test.
Workforce Productivity: Enable at the Edge
DHS does not operate in a static environment. Demand grows every year. Passenger volumes rise. Trade expands. Investigative workloads increase. Yet staffing levels remain relatively fixed. That makes workforce productivity a mission requirement.
Technology must act as a force multiplier at the tactical edge for officers, analysts, operators and investigators. The goal is not automation or data science for their own sake. The goal is enabling better decisions, faster execution and reduced friction in daily operations.
TSA provides a clear example. As passenger volume grew, the system did not scale through proportional workforce increases. It scaled through better tools, improved workflows and more effective decision support at the checkpoint.
Across DHS, the same principle applies. Innovation matters most when it improves human performance.
Risk Reduction: Move from Compliance to Effects
Homeland Security is fundamentally a risk management discipline. DHS leaders must continuously assess threats, allocate resources and make decisions in uncertainty. Technology should improve the quality and speed of those decisions.
But government has for too long defaulted to a compliance-based model of meeting the requirement, passing the audit and checking the box. Compliance is necessary, but it’s not sufficient. A system can be fully compliant and still fail operationally.
A more effective model is an effects-based approach. That approach starts with the mission owner defining the desired operational outcome and acceptable risk level. Technology is then evaluated based on whether it produces an outcome within the risk owner’s predefined tolerance.
During my time in the Air Force, the risk owner gave us a clear effects-based statement. “Ensure uninterrupted air operations.” This clarity let us measure systems and processes against mission assurance, not checklist-based compliance. At TSA, the mission was equally clear. “Safely and efficiently embark millions of passengers while maintaining the ability to interdict a long list of prohibited items.” Success was defined by consistent, effective outcomes.
That is the broader shift DHS needs, from compliance-based measurement to mission effects. The question becomes whether technology produces consistent, mission-aligned outcomes.
The metrics may vary by mission. The principle does not. The most effective organizations move beyond compliance and procurement milestones. They focus on measurable effects.
Futureproofing: Design for Change, Not Stability
Futureproofing is not about predicting the future. It’s about designing for adaptability.
The pace of change in both technology and threats has outstripped traditional acquisition cycles. Systems built five or ten years ago were designed correctly for their time, but many cannot keep pace with today’s mission demands and evolving technology.
Moreover, service delivery standards set at the beginning of a five-year project may be obsolete within a contract’s performance window. This creates technical debt and systems that work but no longer fit the operating environment.
Leaders designing for change must avoid proprietary lock-in, reduce rigid architectures and move toward modular, interoperable systems that can evolve. This means resisting short-term fixes that solve immediate problems but might constrain future options.
Agencies have repeatedly experienced situations where threats evolved faster than planning assumptions, the budget cycle, or the acquisition process. In those cases, the issue was not intent, it was inflexibility.
The solution is not perfect foresight. The solution is systems that can change as the mission changes.
The Bottom Line
Technology is not the mission. It is a tool for achieving it. For DHS, success depends on consistently asking four questions:
- Does it improve mission impact?
- Does it increase workforce productivity?
- Does it reduce operational risk?
- Is it adaptable enough to evolve with changing definitions of mission success?
When the answer is yes to these questions, technology becomes something more than modernization. It becomes a mission advantage.
