Get Better Public Input During Policymaking

How can we ensure that the voices of the public truly shape the policies that govern their lives? Engaging the public effectively in policymaking and planning is crucial for creating inclusive and representative policies.

Fortunately, emerging digital tools enable agencies to reach a broader audience as well as gain more feedback and public engagement. During the most recent CX Community of Practice, Shereen Kandil, Section Supervisor, Supervisory Public Affairs Specialist, EPA, explored innovative strategies and best practices for enhancing public participation.

Below are a few key points from that session, as well as the on-demand session in full.

  1. What are the five levels of public participation? According to Shereen, public participation can be put in five levels: inform, consult, involve, collaborate and empower. The levels range in involvement, with information being the least involved (with the public not asked for input but told what is happening in the community) to empower (which gives decision-making authority to the public).
  2. How do you know what level of involvement the public should have? Shereen explained that it was important to perform an assessment before getting started to determine the right level. For instance, consider “if the public shares their new ideas or data, will the decision being made change based on the information they give you?” If it won’t, then it’s essential to be transparent and honest, and not ask for opinions that will not be considered, as it could affect public trust. If it could change, then you must consider how you want to engage your community to get their input.
  3. What are some tools your agency can use to solicit feedback? Depending on the level of participation you want, Shereen mentioned using social media, press releases, public notices, workshops, and hotlines.
