Phuong Le Callaway, PhD replied to the topic A Simple Change Proposal for Veterans Affairs in the forum Leadership, Management, Supervision 6 years, 5 months ago

Thanks for all the comments. I do hope that whatever the final outcome will be for Veterans Affairs can serve as lesson learned for other Federal agencies and for the private sectors. Leaders and senior managers must be held accountable for their performance and behaviors! Employees look to them for their performance and conduct! Leading by…[Read more]

    Dr. Kennedy,
Thanks for your feedback and the question. Consensus for this purpose is having a general sense of unity, or in general agreement by all concerned. Hope this makes sense to you.
    Regards,

    Phuong

What is your sense of the federal workforce these days with respect to organizational trust and job satisfaction? And what would you do to enhance trust and job satisfaction? Is there a relationship between job satisfaction and employee satisfaction? I appreciate any input and comments. Thank you!

Phuong Le Callaway, PhD started the topic Organizational Restructuring in Federal Agencies in the forum Leadership, Management, Supervision 6 years, 12 months ago

People management and financial management go hand-in-hand and are critical in today’s workplace environment. As I think about how to cut compensation costs and improve strategic business decisions and operations by making the organization flatter, organizational change comes to mind. Combine the HR folks and the CFO folks under one leadership who…[Read more]

Phuong Le Callaway, PhD replied to the topic It’s Time to Get Rid of the General Schedule! in the forum Human Resources 6 years, 12 months ago

I think In general, everyone will resist to change. I think compensation is a touchy issue but realignment of organizational units might receive some support. I do think organizational restructuring and realignment can help identify where the cut can be to reduce operating costs, make the organization flatter to facilitate faster and better…[Read more]

Phuong Le Callaway, PhD replied to the topic The Future of HR in the forum Human Resources 6 years, 12 months ago

As I move forward with my thought process to change the name of HR to the Center for Organizational Effectiveness, I need to mention that this Center can be the result of an organizational realignment of many divisions to streamline operations and cut costs. Instead of having many senior executives, there will be two. The organization will be…[Read more]

I appreciated your comments and contributions to this disscusion, Terry and Mark. I was thinking that all of the processing functions, such as retirements, pay and benefits, etc can either be contracted out or they can be aligned under the “Center of Organizational Connections” or “Center for Workplace Relations and Solutions” as some folks have…[Read more]

Phuong Le Callaway, PhD replied to the topic The Future of HR in the forum Human Resources 7 years ago

Thanks Mark and David. I like the idea of changing the traditional HR to Office of Human Capital Resources, leading by a Human Capital Officer. It makes sense. I understand that some agencies still have the Human Capital Officer function separate from Human Resource Chief. This is one way to align the business of people/personnel/human capital…[Read more]

Just a thought to change the name of “Employee Relations and Labor Relations” to “Center for Organizational Connections.” Organizational effectiveness depends heavily on interpersonal relationship and communication and employee relations and connections. Your thoughts?

Also, should the name of Human Resources be changed to “Center for…[Read more]

Phuong Le Callaway, PhD replied to the topic It’s Time to Get Rid of the General Schedule! in the forum Human Resources 7 years ago

I don’t think we should make changes to the existing General Schedule but the Government can study other pay structures and see if there are other pay scale structures that would be helpful in promoting a high performance work force with a compatible pay structure with similar occupations in the private sectors. Transforming an established Federal…[Read more]

Phuong Le Callaway, PhD replied to the topic It’s Time to Get Rid of All Bosses! in the forum Human Resources 7 years ago

This topic did call my attention. Definitely, in any organizations, we need supervision, management and leadership for sure. I do believe that supervisory and employee ratios need to be studied across the federal government to reduce unnecessary bureaucratic levels and to reduce compensation costs, hence reduce overall Federal operating expenses.…[Read more]

I have not followed through on the funding for DOD! I guess if Secretary Hagel ordered civilian non-essential personnel to return to work, they will be required to return to work. Has DOD been funded for FY’14?

David, I missed reading this. Thanks for resending it. I would support this remote/virtual work
arrangement for Congress. I do believe members of Congress can vote remotely and should be called to DC for strategic legislative meetings or decisions which cannot be accomplished in a meaningful way via the virtual arrangement. I do think members of…[Read more]
