Dr. Bill Brantley is President and Chief Learning Officer of the Brantley Advanced Social Sciences Applications (BAS2A), which helps organizations with strategic workforce development. He holds multiple certifications in project management, business analysis, and talent development.

As an adjunct faculty member at the University of Louisville and the University of Maryland, he has taught various courses in communication, project management, and public administration. He developed twenty-four online courses in project management communication, digital transformation, vibe coding, environmental project management, and talent development management, reaching over 250,000+ students globally. Bill was a federal government employee at various agencies between 2008 and 2023 before launching his Fractional Executive agency.

He is also the author of The Persuasive Project Manager, Four Scenarios for the Future of the Federal Government, Strategic Career Reinvention, and The Zen of Machiavelli.

Laura’s work focuses on helping organizations navigate that complexity and find practical ways to improve how they serve the public. She serves as an Analyst in the Internal Consulting Group at SSA Headquarters within Finance & Management, where she supports leaders across the agency with research, analysis, and strategic insight aimed at improving service delivery, operational performance, and customer experience.

Before entering federal service, Laura spent 11 years in the private sector with a fast-growing consumer goods manufacturer, where she worked in a highly entrepreneurial environment and wore many hats across the business.

Lucy equips executive leaders and their teams that span boundaries – cross-functional teams, cross-continental teams, interagency working groups, coalitions, alliances, boards, partnerships and the like – to find the Strategy, Systems, and Soul™ they need to make real progress in the face of uncertainty, complexity and volatility.

Starting out her career in civil defense emergency management, and international humanitarian response, she says she was “in the belly of the beast” in U.S. federal public health when COVID hit. She’s also spent nearly two decades on five continents, working in and alongside public institutions trying to help their communities, cities, regions, and nations thrive. This led to a cultivation of a global community that grew organically to 6,000+ in 80+ countries.

Javier Inclan, Assistant Inspector General for Management, National Science Foundation Office of Inspector General

Building Credibility and Trust in Public Service

With over 25 years of experience in operations and support services administration, Javier Inclán has become a well-known executive leader. Inclán currently holds the position of Assistant Inspector General for Management for the National Science Foundation Office of Inspector General and has held several Senior Executive Service (SES) positions at the National Science Foundation and the U.S. Marshals Service since 2016.

Prior to his time at the NSF, Javier Inclán worked for the US Army as a civilian, the USDA, and the U.S. Department of Transportation. In each role, Inclán gained invaluable insight into leadership development at the government level and further developed his passion for all things leadership.

In almost two decades of experience in leadership positions, Javier Inclán has become adept at identifying leadership styles and, more importantly, how and when to apply them. He’s learned that flexibility and a willingness to adapt to different situations helps smooth the bumps that accompany working with a new organization or group of people.

In previous leadership roles at prominent federal agencies, she contributed to workforce planning, employee engagement, and compliance with federal employment laws. Her commitment to equity, diversity, and data-driven decision-making has consistently empowered teams and connected employees to opportunities that maximize their potential while supporting organizational growth.

Traci is thrilled to be home in Philadelphia and looks forward to connecting with professionals connected to local governments, non-profits, higher education and other mission-focused industries.
