Usually it’s the sign of worse things to come. When the pendulum between laissez faire and harsh enforcement swings suddenly, it’s time to start looking for a new job.
I think this is called bi-polar disorder.
When I was in school, I took my parents dog into the dorm for finals week. I had a lot of work to do, and he was a noisy dog, so every time he would bark or growl, I would throw a shoe over my shoulder.
Took him back to my folks, and my mother was amused that now instead of barking, dog would duck and look upward.
