In TV it takes a lot to put together a pilot. You’ve got to hire actors, writers, a production crew and most importantly they all need to spend a good deal of time practicing their roles before the pilot can even think about going live.
Well just like a TV pilot, government pilots take a lot of time, effort and most importantly money and that’s a big problem according to Michael Schrage a research fellow at MIT Sloan School’s Center for Digital Business. Schrage writer of Serious Play and Getting Beyond Ideas says that the second significant time and money is invested in a pilot the pilot seizes to be a pilot and becomes the actually program and puts a stop halt on innovation. Schrage recommends the project management approach of little quick and cheap test that take a week tops to gather information and then readjust plans accordingly.
